Can International Students Use DSE for HK University Admission?

The Hong Kong Diploma of Secondary Education (HKDSE) is primarily designed for students completing senior secondary schooling in Hong Kong. But the question of who can sit the exam — and who can use DSE results for university admission — is more nuanced than most guides acknowledge. This article explains eligibility clearly, covers the Non-JUPAS route for international students, and outlines the alternative pathways for those who do not hold DSE results.

Who Can Sit the HKDSE?

The HKDSE is administered by the Hong Kong Examinations and Assessment Authority (HKEAA). Eligibility falls into two categories:

1. School Candidates

Students who are currently enrolled in a Hong Kong secondary school (Year 12/Form 6) and have been nominated by their school to sit the examination. The vast majority of DSE candidates are school candidates.

2. Private Candidates

Private candidates are individuals who sit the HKDSE independently, without being nominated by a school. This category includes:

The critical point: non-Hong Kong residents can sit the DSE as private candidates, but they must apply through HKEAA’s private candidate application process and meet specific eligibility requirements. Simply holding an overseas passport does not automatically disqualify a person from sitting the DSE — but it does require deliberate application rather than automatic school nomination.

Can You Use DSE Results for University Admission if You’re Not a HK Resident?

Yes — with important caveats.

Hong Kong universities accept DSE results from both local and non-local applicants. However, the admission route differs significantly depending on your residency status.

JUPAS (Local Applicants)

The Joint University Programmes Admissions System (JUPAS) is the standard university application system for Hong Kong secondary school graduates. JUPAS applicants are typically:

JUPAS applicants with DSE results apply through a centralised points-based system. This is the pathway most people mean when they say “DSE for university admission.”

Non-JUPAS (Non-Local / International Applicants)

Students who are not eligible for JUPAS — including mainland Chinese students, overseas students, and non-residents who sat the DSE as private candidates — apply through the Non-JUPAS route at each individual university.

Under Non-JUPAS, universities evaluate DSE results alongside:

The Non-JUPAS route is fully legitimate and commonly used. However, each university sets its own admission criteria for Non-JUPAS applicants, and competition can be fierce for limited places.

International Students Without DSE: Your Pathways to HK Universities

The majority of international students studying at Hong Kong universities do not hold DSE results. Hong Kong universities openly accept a range of international qualifications:

A-Levels (UK, HK, Singapore, and other Commonwealth systems)

A-Levels are well recognised and widely accepted by all eight UGC-funded universities in Hong Kong. Typical minimum requirements:

International Baccalaureate (IB)

All major HK universities accept IB Diploma results. Minimum requirements typically range from total scores of 30–38+ depending on university and program. See the DSE vs IB vs A-Levels comparison guide for full equivalency tables.

Gaokao (Mainland China National College Entrance Examination)

CUHK, HKU, HKUST, PolyU, CityU, and other institutions accept gaokao results through dedicated mainland admissions programs. These are the primary pathway for mainland Chinese students.

SAT / ACT

Accepted by some universities (particularly for non-English-speaking international students). Typically supplemented with high school transcripts and English proficiency scores.

Other National Qualifications

Universities assess other national curricula on a case-by-case basis. Common examples include Indian CBSE/ISC boards, GCE O/A levels from Singapore and Malaysia, South Korean CSAT, and various European national curricula.

The Practical Answer for International Students

If you are an international student (non-HK resident), you do not need DSE results to apply to Hong Kong universities. The most common and straightforward routes are:

  1. Mainland Chinese students: Apply via gaokao scores through university-specific mainland admissions programs
  2. Students from English-medium schools: Apply via A-Levels, IB, or equivalent
  3. US-system students: Apply via SAT + high school GPA + extracurriculars, supplemented with TOEFL/IELTS

Attempting to sit the DSE as a private candidate specifically to gain a university admission advantage is generally not recommended — the cost, complexity, and preparation requirements are significant, and alternative qualifications are equally or more readily accepted.
