DSE vs IB vs A-Levels: Which Qualifies for HK Universities?

If you are planning to apply to a Hong Kong university as an international student, one of the first questions you will encounter is which academic qualification opens the door. The short answer is that Hong Kong’s major universities accept all three of the world’s leading pre-university curricula — DSE, IB, and A-Levels — plus a range of national qualifications including the Chinese gaokao. But each system has different strengths, and the choice of curriculum can affect your competitiveness for specific programs.

Overview: All Three Are Accepted

Curriculum Accepted by HK Universities? Primary Route
HKDSE Yes — primary pathway for local students JUPAS (HK residents) or Non-JUPAS
International Baccalaureate (IB) Yes Non-JUPAS
A-Levels (UK/Cambridge) Yes Non-JUPAS
Gaokao (Mainland China) Yes Dedicated mainland admissions programmes
SAT + US high school diploma Yes (at most universities) Non-JUPAS
Other national curricula Case-by-case assessment Non-JUPAS

The HKDSE

Structure

The HKDSE is completed over Form 4–6 (equivalent to Years 10–12) by students in Hong Kong secondary schools. The examination consists of:

How HK Universities Use DSE Scores

For JUPAS applicants, universities calculate a JUPAS score based on specific subject combinations required by each program. Each university publishes its subject requirements and minimum grade thresholds. A typical competitive science program might require:

DSE Grade 5** → Strong A-Level A, IB 7, Distinction at the highest level DSE Grade 5 → A-Level A, IB 6–7 DSE Grade 5 → A-Level B–A, IB 5–6 DSE Grade 4 → A-Level C–B, IB 4–5 DSE Grade 3 → A-Level D–C, IB 3–4

The International Baccalaureate (IB)

Structure

The IB Diploma Programme is a 2-year pre-university curriculum completed in Form 5–6 (Years 11–12 equivalent). Students study six subjects across different subject groups:

Three subjects are taken at Higher Level (HL), three at Standard Level (SL). Points are awarded out of 7 per subject, plus up to 3 additional points from the Theory of Knowledge essay and Extended Essay, for a maximum of 45 points.

IB Grade Equivalence for HK University Admission

IB Total Approximate Equivalence HK University Competitiveness
40–45 Equivalent to 4x A* at A-Level / DSE 5** in 4 subjects Competitive for top programs at HKU, HKUST, CUHK
35–39 Equivalent to 3x A at A-Level Competitive for most programs at all UGC universities
30–34 Equivalent to 2–3 B/C at A-Level Meets minimum threshold for most programs
Below 30 May not meet minimum requirements Apply only to specific programs with lower IB cutoffs

Most HK universities publish specific IB score requirements by program. Common minimums:

A-Levels

Structure

A-Levels (Advanced Levels) are subject-specific examinations taken individually, typically over 2 years (AS + A2 structure in UK) or 1.5–2 years in other systems (Hong Kong’s own HKALE was discontinued in 2012). Students typically study 3–4 A-Level subjects.

Grades range from A* (highest) through A, B, C, D, E to U (ungraded/fail). University offers are made in terms of specific grade combinations in named subjects (e.g., “AAB including Chemistry and Mathematics”).

A-Level Grade Equivalence

A-Level Grade IB Equivalent DSE Equivalent
A* 7 5**
A 6–7 5*–5**
B 5 5
C 4 4–5
D 3–4 4
E 3 3

A-Level Requirements at HK Universities

Most HK universities specify minimum requirements in terms of A-Level grades and named subjects. Common patterns:

A-Levels from UK, Cambridge International, and Singapore-Cambridge systems are all well recognised. Other A-Level-equivalent systems (e.g., Sri Lanka, Hong Kong secondary schools pre-2012) are assessed on a case-by-case basis.

Side-by-Side Comparison

Factor DSE IB A-Levels
Number of subjects 6–7 (core + electives) 6 (3 HL + 3 SL) + TOK/EE 3–4
Depth vs breadth Moderate breadth High breadth High depth
Assessment style Exam-heavy (internal assessment exists) Mixed: exam + coursework + project Exam-heavy (coursework component in some subjects)
Recognition in HK Full (JUPAS + Non-JUPAS) Full (Non-JUPAS) Full (Non-JUPAS)
Recognition globally Limited outside HK/mainland Excellent globally Excellent globally
Workload High (6+ subjects simultaneously) High (mandatory CAS + EE + TOK) Focused (3–4 subjects)
Best for… Students in HK schools, local residency Students at international schools, targeting multiple countries UK-curriculum students, focused subject expertise

The bottom line: No single qualification is universally superior for HK university admission. What matters most is achieving outstanding results in whichever system you are in, choosing subjects that match your intended program’s prerequisites, and applying through the correct admission channel (JUPAS for local DSE students, Non-JUPAS for IB/A-Level international students).
